Project Description:
Phase I research completed for a commercial property transaction revealed that a gasoline service station operated at the site for 20+ years. Phase II drilling revealed the presence of residual contamination soil and groundwater contamination. The financial liability was quantified, regulatory requirements established, and the property sale was successfully completed.
Tasks:
- Phase I ESA's are completed on a wide range of commercial, industrial, and agricultural properties prior to a sale to both satisfy lending institution requirements and establish a buyers "innocent landowner defense" under CERCLA.
- Phase I ESA's are completed in accordance with industry standard guidelines established by the American Society for Testing Materials (ASTM 1527). Phase I investigations include site surveys, interviews, research of regulatory files, and review of historical land use documents.
- Phase II ESA's are completed if Phase I research uncovers recognized environmental conditions (potential for on-site contamination). Phase II work tasks typically include drilling, the collection of soil and groundwater samples, and certified laboratory testing.
