REPRESENTATIVE EXPERIENCE

As a Project Geologist for Weber, Hayes and Associates, Mr. Hoban has conducted numerous environmental assessments of properties located throughout the Bay Area. Current responsibilities include the management and implementation of contaminant delineation studies, hydrologic assessments, remedial action and property transfer assessments. He has worked closely with local, State and Federal regulatory agency personnel while conducting agency-required investigations.

Mr. Hoban has been field manager for several large, multi-phase, excavation and drilling programs, successfully managing multiple subcontractors and staff geologists. He is familiar with air and mud rotary and downhole hammer drilling, hollow stem auger drilling, and is the Quality Control Officer for sampling and drilling field methods protocol for Weber, Hayes and Associates.

SELECTED PROJECTS

Conducted all phases of groundwater investigations from discovery through delineation, aquifer characterization, treatment system specification, procurement of discharge permits, and monitoring.

Completed all phases of underground tank sump and hoist closure investigations including location, product disposal excavation, removal, sampling, over-excavation, interim remedial action, and delineation of soil contamination.

Supervised the drilling investigation, decontamination and decommissioning of a number of industrial facilities, which included the submission of closure plans, facility sampling and decontamination and regulatory agency coordination.

On-site management of investigative and remedial field operations, including the procurement of appropriate permits, the excavation, removal and disposal of contaminated soils, and the installation of soil vapor extraction and pump-and treat treatment systems.

Designed and implemented numerous regulatory-approved work plans for determining the extent of soil and groundwater contamination. Work plans included specifications for exploratory borehole placement, monitoring well construction, sampling intervals and laboratory analysis.

Directed an intensive hydrogeologic assessment report for a site impacted by a solvent based contamination plume. Field tasks included slug tests and aquifer pumping tests, cone penetrometer and hydropunch sampling and soil vapor surveying. Data evaluation included aquifer parameter analysis, contaminant fate analysis and a determination of the best remedial action option.

Provided technical support for expert witness work in a lawsuit involving the co-mingling of two large solvent plumes. Support included consolidation of data, development of arguments, and preparation of court documents.

Completed a Phase I and II Preliminary Site Assessment of a property occupied by paving contractor and uncovered the presence of a former landfill. Initial research of historical material alluded to the existence of a municipal landfill in the area. Follow up soil sampling program confirmed its existence. Delineation studies are currently being conducted. Produced numerous Environmental Audits (property transfer) for sites throughout the Bay Area. Audits included historical review, site inspections, and data evaluations.
